Делегаты из стран-участниц БРИКС вновь собрались в столице Татарстана для обсуждения перспективы модернизации статистического производства.
Представители 14 стран собрались в Казани, чтобы обсудить вопросы модернизации статистического производства и человеческого капитала, кадрового потенциала.
— Сегодня ключевой мировой тренд — это революция данных и модернизация статистических систем, необходимых для того, чтобы подстроиться под быстро меняющийся мир, — сказал, открывая 16-ю встречу национальных статистических служб стран БРИКС, руководитель Росстата Сергей Галкин. — Наша встреча проходит в Казани сразу после саммита глав государств, мероприятия на прошлой неделе проходили в дружественной обстановке. Участницы организации выступают за равенство, добрососедство и взаимное уважение. Рад сегодня приветствовать на мероприятии новых членов статистической семьи БРИКС. Встреча руководителей — возможность обсудить мировые тренды в развитии статистики.
По словам главы российской службы статистики, пять стран БРИКС (Бразилия, Россия, Китай, Индия, ЮАР) работают в статистическом направлении уже много лет. С 2010 года профильные службы стран-участниц объединения выпускают статистический сборник. Он включает данные об изменении важнейших экономических и социальных индикаторов этих государств. Среди них — показатели экономической активности населения, уровня жизни, индексов цен, динамики и структуры ВВП. В этом году к работе, как выразился Галкин, «статистической семьи БРИКС» присоединились другие государства, в том числе страны-партнеры Азербайджан и Беларусь.
— Благодаря расширению состава участников — статслужб БРИКС мы видим возможности и для более широкого обсуждения, и для расширения экспертного сотрудничества, и для включения принципов БРИКС в нашу совместную работу, — отметил глава Росстата.
Главным образом сотрудничество статистических служб осуществляется в подготовке ежегодной совместной публикации, которая была упомянута выше. В этом году статистический сборник выйдет в удобном формате информационной платформы BI (Business Intelligence). Она создана на основе статистической информации, которая сформировалась у стран-участниц БРИКС за годы издания сборника. Функционал платформы позволит работать с табличной и визуализированной информацией. Презентуют BI на второй день встречи.
Тогда же ожидается выступление руководителя национальной статистической службы Бразилии Марсиу Пошманна. Именно его страна в следующем году будет принимать 17-й саммит БРИКС.
— Мы намерены представить нашу стратегию, наше видение развития статистической области в целом, которое в дальнейшем изменит ход Глобального Юга в целом. Мы планируем говорить о цифровой трансформации, потому что статистические данные больше представляют городскую область без учета того, что наш мир изменяется в области цифровизации, то есть наш мир цифровизируется и мы должны подстраиваться под это, — поделился с журналистами Пошманн.
На встрече также стало известно, что стратегию развития Росстата и системы государственной статистики до 2030 года планируют утвердить до конца 2024 года. Недавно документ представили правительству РФ.
При подготовке стратегии было проанализировано большое количество стратегических документов международных организаций и передовых национально-статистических служб, рассказал Галкин.
— Стратегия нацелена на снижение нагрузки на респондентов, повышение качества и оперативности статистики. Одним из ключевых направлений нашей работы станет цифровизация процессов статпроизводства. Именно она будет драйвером развития статистических служб в ближайшем будущем в мире. Меняются подходы к сбору и обработке данных, — заметил глава Росстата.
Сергей Галкин добавил, что во всем мире создаются инструменты потокового сбора, облачные платформы, экспериментальные песочницы, дата-хабы и универсальные витрины данных.
Татарстан — один из лидеров среди субъектов по цифровизации, отметил в свою очередь премьер-министр РТ Алексей Песошин. По его словам, республика стала первым регионом, реализовавшим клиентоцентричность в сфере предоставления социально значимых услуг населению в цифровом виде.
— В настоящее время продолжается работа по цифровой трансформации информационных систем всех органов власти. Благодаря проводимой работе мы находимся на первом месте среди субъектов страны в рейтинге руководителей цифровой трансформации, — поделился премьер-министр РТ. — Во всех странах официальная статистика является важнейшим инструментом формирования государственной политики и управления. Сегодня в повестке мероприятия такие важные вопросы, как модернизация статистического производства, внедрение современных инструментов сбора и обработки информации, работа с новыми источниками данных, цифровая трансформация отрасли статистики. Все эти актуальные вопросы должны быть направлены на улучшение качества жизни и предоставления услуг, а также взаимодействия государства с бизнесом и населением.
Песошин добавил, что развитие национальных экономик стран БРИКС требует постоянного диалога между статистическими службами для установления единых стандартов и методов обеспечения качественными, доступными, своевременными и надежными данными.
